The Manager Operations – Business Design manages the implementation and on-going operation of solution designs that enable Operations teams to assimilate new and enhanced capabilities in support of emerging market needs and enterprise strategies. The teams in scope include implementation, membership, ID cards, plan setup, claims, payments, operations services and data feeds and reporting.  Key work activities include building inventories of business capabilities required across Operations, developing end-to-end business design blueprints, performing impact assessment across affected Operations teams, evaluating solution options in close partnership with IT subject matter experts and defining end-to-end user acceptance test strategies and plans. This role will manage recurring governance processes focused on monitoring progress of key business design initiatives in a timely and transparent manner. 



  • Manage the implementation and on-going operation of solution designs across the Operations team
  • Define and mobilize a governance model to monitor progress, issues and risks across business design engagements individually and at the aggregate.
  • Manage the execution and application of the playbook within discreet and concurrent business design engagements on an on-going basis.
  • Establish an overarching set of principles that promote asset re-use, out of the box functionality and standardization to guide design activities.
  • Create and / or facilitate creation of key business design deliverables (e.g., capability inventories, business blueprints, impact assessments and end-to-end test plans) as defined by the playbook and faciliate appropriate review with leaders across Operations.
  • Partner with IT subject matter experts to deliver conceived solutions once overall business design has been established.
  • Create and present solution options using frameworks that balance business value as well as operational cost, complexity and risk (current and future).



  • Bachelor’s degree or equivalent work experience
  • 5+ years business experience
  • Experience managing deployment of cross functional operational solutions to support business strategies
  • Experience representing the business in standard development lifecycle phases (e.g., requirements, design, build, test, deploy)
  • Strong written and oral communication skills



  • MBA
  • Experience in the vision and / or healthcare industry
  • Experience developing executive level presentations
  • Experience with large management consulting firms
